Dr Ip was pleased that these DESs would reward patient-focused services in contrast to England, where new DESs cover choice, commissioning and IT.
The DESs in Wales will also put patients first, according to Dr Andrew Dearden, chairman of GPC Wales, and agreement is imminent in Northern Ireland.
