Only 53 per cent of PCTs in England have such a programme, with fewer available in Northern Ireland and Scotland.
A 2006 survey of Diabetes UK members showed that routine testing diagnosed 23 per cent of cases, an increase on the 15 per cent recorded in 2005. The survey also showed that 23 per cent of diagnoses were made when a patient presented to their GP with symptoms of diabetes or asking for a test, down from 37 per cent in 2005.
But most cases were not recognised in response to diabetes symptoms, highlighting the importance of testing.
