Formula wait in Scotland and NI

GPs in Scotland and Northern Ireland may have to wait a year longer than the rest of the UK for a new global sum formula to be implemented.

The UK formula review team published proposals to update the Carr-Hill formula this month. Consultation in England and Wales runs until May, but GPC Scotland chairman Dr Dean Marshall said it would take ‘several months’ in Scotland.

The Scottish formula will remain distinct from the deal in operation in England and Wales, he confirmed: ‘There will continue to be a Scottish Allocation Formula (SAF), and the consultation in Scotland will be on that.’

A revised formula could take effect in 2008/9 in England. But Dr Marshall said: ‘I’m not sure we’ll be ready for then. Consultation in Scotland won’t end until at least December 2007.’

GPC Northern Ireland chairman Dr Brian Dunn said the timetable in Northern Ireland would be similar to Scotland’s.

Meanwhile, the DoH has received recommendations on GP pay from the Review Body but GPC negotiators are unaware if they cover GMS pay.
