Dr Peter Gledhill, from Bedfordshire LMC, proposed a motion stating that the regulator was not fair or balanced, and sought to placate angry patients without seeking evidence from GPs.
He cited the example of a GP who had refused to prescribe antibiotics to a patient without a face-to-face consultation, after she had called him from Africa.
The Healthcare Commission censured him without asking for his side of the story.
Such examples were ‘typical', he added.
The motion was carried, overwhelmingly.
GPs also criticised the ‘balanced scorecard' system, which PCTs use to judge practice performance. Conference called for it to be matched by a similar system, whereby GPs mark PCT performance.
