The workforce strategy document that was released alongside the Darzi review last week said that SHAs will remain responsible for workforce planning and training of nurses.
But training budgets will not be ringfenced. Details of spending will instead be published, in the hope of pressuring SHAs not to cut their training budgets.
Karen Didovich, senior employment relations officer at the RCN, said: 'It doesn't really matter that it's more transparent if people aren't held to account for their decisions and the way the training budget is spent.'
