The All Party Parliamentary Group on Primary Care says patient-reported outcome measures (PROMs) should be added to the quality framework to ensure it improves public health.
PROMs are used after some surgical procedures to assess their success. The report calls for the quality framework to shift away from measuring GP activity to focus on outcomes.
The report, 'GP Access and Health Improvement in Primary Care', criticises the DoH over extended hours, saying 'a targeted approach where demand was high was better than a blanket policy'.
It also backs dual registration and pharmacies being the main place to treat minor ailments.
