The campaign is also calling for timely, high quality and effective care delivered at home where possible and care coordinated across health, social care and education for children with complex care needs.
The number of children who remain in hospital for long periods because there are too few children's nurses to offer them care at home will be mapped as part of the campaign.
RCN chief executive and general secretary Dr Peter Carter said: ‘We want the government to invest more in community children's nurses and provide the necessary resources so that no child is stuck unnecessarily in hospital.'
